Dubai's 20-Minute City Vision

Dubai’s Supreme Committee for Urban Planning has approved a series of transformative initiatives aligned with the Dubai 2040 Urban Master Plan, including a major transit-oriented development strategy, Dh55 billion in real estate projects, and the 20-Minute City concept to enhance walkability, economic growth, and quality of life.

Transit-Oriented Development (TOD) and the 20-Minute City

Dubai’s newly approved TOD plan aims to optimize land use around Metro stations, facilitating a ‘20-Minute City’ environment wherein residents can meet daily needs within 20 minutes on foot, by bicycle, or via public transport. By reducing car dependency, the initiative fosters sustainable living and improves overall traffic flow. Mattar Al Tayer, Chairman of the Supreme Committee for Urban Planning, highlights how this approach aligns with the Dubai 2040 Urban Master Plan and addresses housing, essential services, and business diversification.

Dh55 Billion in Real Estate Projects

During the committee’s 33rd meeting, authorities streamlined the approval processes for new real estate developments, cutting approval times by 60%. The total value of projects approved under this simplified procedure reaches Dh55 billion. This acceleration of investment not only supports Dubai’s Economic Agenda D33—striving to double the economy by 2033—but also propels job creation and increases sector diversification. Additionally, 50 master plans and initiatives have been reviewed and endorsed, signifying the city’s vigorous drive for economic vitality.

Focus on Housing and Urban Centers

Under the ‘5 Urban Centers’ model introduced in the Dubai 2040 plan, development is spread across different zones to balance population density, stimulate economic growth, and ensure efficient infrastructure. Around 450 million square feet of land have been allocated for citizen housing to accommodate long-term population expansion. By decentralizing growth, Dubai fosters well-serviced communities with easy access to roads, public transit, and essential amenities.

Pedestrian Pathways and the Dubai Walk Initiative

In 2022, Dubai introduced a master plan to develop 6,500 km of pedestrian pathways across 160 areas, known as ‘Dubai Walk.’ This initiative envisions year-round walkable neighborhoods, featuring upgraded sidewalks, shaded areas, and connectivity to public transport. Two major pilot routes are already in motion: the Al Ras Loop (15 km) linking heritage sites, and the Future Loop near the Museum of the Future (2 km), complete with an iconic bridge and air-conditioned levels for comfortable walking even during extreme summer months. The overarching goal is to create a city where residents can safely and conveniently navigate without relying on private cars.

Super Block Concept

An integral part of the Dubai Walk master plan is the ‘Super Block’ idea, which transforms certain districts into car-free zones. This design approach clusters multiple city blocks into one pedestrian-friendly environment, giving precedence to walkers, cyclists, and local businesses. Pilot locations include Al Fahidi, Abu Hail, Al Karama, and Al Quoz Creative Zone. By prioritizing public spaces over vehicles, Dubai encourages social interaction, cuts pollution, and promotes local commerce.

Rural Development and Saih Al-Salam Corridor

Moving beyond city centers, the new master plan for the Saih Al-Salam corridor aims to establish five service and recreational stations across Dubai’s rural regions. Implemented with private sector collaboration, these projects boost tourism, support agricultural activities, and enrich recreational options, broadening economic opportunities in outlying areas. Enhancements range from improved roadways to integrated green spaces, ensuring residents enjoy a better quality of life in less urbanized districts.
