16 HEIs Licensed in Dubai

Dubai: The Ministry of Higher Education and Scientific Research (MoHESR), in cooperation with the Knowledge and Human Development Authority in Dubai (KHDA), has licensed 16 higher education institutions (HEIs) in Dubai, including those in the emirate’s Free Zones that operate as branches of foreign universities.

The Ministry of Higher Education and Scientific Research (MoHESR), in cooperation with the KHDA, has granted licenses to 16 higher education institutions across Dubai. This includes branches of foreign universities operating in the emirate’s Free Zones. The move aligns with the UAE’s efforts to streamline licensing and position Dubai as a global hub for higher education.

List of Licensed Institutions

The newly licensed HEIs are:

  • French Fashion Institute Esmod Dubai
  • Middlesex University Dubai
  • Murdoch University Dubai (Australia)
  • University of Bradford (UK)
  • BITS Pilani Dubai Campus (India)
  • De Montfort University (UK)
  • Hult International Business School (USA)
  • Luiss University – Dubai (Italy)
  • Manipal Academy of Higher Education (India)
  • SAE University College (Australia)
  • University of Europe for Applied Sciences (UE) (Germany)
  • SKEMA Business School (France)
  • Georgetown University (USA)
  • Paris School of Business (France)

Streamlining Through Zero Government Bureaucracy

According to Ahmad Ibrahim Alsaadi, Acting Assistant Undersecretary for the Higher Education Operations Sector at MoHESR, the decision aims to reduce the time and steps required for licensing, in line with the Zero Government Bureaucracy Programme. He highlighted a recent strategic agreement between the Ministry and KHDA to simplify HEI licensing and accreditation in the emirate, thereby enhancing the UAE’s global competitiveness in higher education.

“This collaboration aims to build a high-quality educational environment, attract top international institutions, and contribute to boosting the UAE’s global competitiveness,” said Alsaadi.

KHDA’s Role in Higher Education Growth

Dr. Wafi Dawood, CEO of Strategy and Planning Sector at KHDA, noted that licensing 16 international university branches in free zones marks a significant milestone. By accelerating processes and reducing administrative hurdles, Dubai seeks to reinforce its position as a global education hub, welcoming international students and educators. The plan also aligns with Dubai Education Strategy 2033, targeting lifelong learning opportunities and encouraging academic innovation.

Implications for Students

With these newly licensed institutions, students can expect official recognition for certificates, transcripts, and other documents, as the Ministry provides the necessary approvals. Such measures ensure that qualifications are fully recognized, supporting graduates in the job market or further academic pursuits.

Looking Ahead: Expanding the Educational Landscape

The MoHESR has so far licensed 93 HEIs nationwide, including federal, local, private, and international university branches. In Dubai alone, 36 HEIs now hold institutional licenses. The Ministry continues to review applications for new HEIs, including foreign branches and private institutions. With streamlined processes, a license can be issued within a week, reflecting Dubai’s commitment to continuous expansion and innovation in the higher education sector.
